Road Asset Management

Description

With scares resources and an extensive road network to maintain, highway agencies should implement innovative Road Asset Management (RAM) systems. RAM as a set of tools or methods that assist decision-making in finding optimum strategies for providing, evaluating, and maintaining pavements in a serviceable condition over a period of time. The training discusses the five general interrelated components of RAM that include pavement inventory, pavement condition, survey, database, analysis module and reporting tools. The training introduces the fundamental concepts in pavement engineering. The most commonly used RAM software that assists pavement engineers to collect and present condition measurements from road surveys, evaluating pavement condition and planning pavement maintenance and repair of road network is included. Several data collection methods involving destructive and nondestructive testing are described. The training describes analysis of distress types followed by calculation of Pavement Condition Index (PCI) applicable to identify and select treatment types such as do nothing, preventive maintenance and rehabilitation. The training presents how PCI scores assist to prioritize and allocate maintenance budget and help a RAM engineer to make optimized decisions on which of the road sections maintenance and rehabilitation be conducted. An integrated approach is followed to discuss the key elements of RAM database that includes pavements, bridges, safety and assets. Discussions on the challenges and opportunities of adopting and implementing RAM systems in the context of developing counties are included.

Training topics to be covered include:

• Overview of pavement engineering
• Road asset management systems
• Road inventory data collection
• Data collection for road asset management
• Road maintenance management
• Road network management
• Road database and its management
• Application of Artificial Intelligence (AI) in road asset management

Outcomes

Upon the completion of this training, participants will be able to:

• Understand the fundamentals of pavement engineering
• Understand road asset management software
• Describe components of road inventory data
• Understand road asset management data collection practices
• Identify data collection methods and equipment used
• Calculate the Pavement Condition Index (PCI)
• Understand database and its management
• Select economical and durable pavement treatments
• Prioritize and allocate maintenance budget

Methodology

During the training, the instructor presents a logical sequence of topics and activities allowing participants to demonstrate their experience, knowledge and skills. Participatory and engaging training sessions will be conducted. Training participants will be requested to work in groups on a specific topic and present to virtual class. The training delivery activities include lectures, exercises, group discussions, instructor-led example problem sets and lively discussions. The training also includes demonstration of software packages to conduct project, network and strategic analyses.

Target student

The target audience for this training consists of engineering professionals working in pavement design, material testing, maintenance and rehabilitation, material and equipment suppliers and asphalt/concrete plant operators. Other training beneficiary includes engineering professionals closely working with quality control and quality assurance of new and rehabilitated roads.
